Grant Purpose

The Louisiana Department of Culture, Recreation and Tourism (DCRT) is “responsible for planning, developing, and implementing improved opportunities for the enjoyment of cultural and recreational activities by the people of Louisiana and for greater development of their cultural and physical potential… (and) the statewide development and implementation of cultural, recreational, and tourism programs; and planning for the future leisure needs of the people.” (La. R.S. 36:201) 

The Keep Louisiana Beautiful Initiative, created by Act 16 of the 2022 Regular Session of the Louisiana Legislature (La. R.S. 49:1131 et seq.), further authorizes the DCRT to assist local governments, industries, and other organizations that aid in anti-litter efforts in Louisiana. 

This grant is made possible with funding from the State of Louisiana and the Office of the Lieutenant Governor.  

Grant Description

Through the Keep Louisiana Beautiful  Litter Enforcement Surveillance Camera Grant Program (“Program”), DCRT will award grants that provide reimbursement-based financial assistance to Louisiana agencies authorized to enforce litter laws up to a maximum of $10,000. Funds will be approved for surveillance cameras, supporting accessories and software needed to conduct litter and illegal dumping law enforcement within grantee’s jurisdiction, subject to the terms and conditions outlined in the Grant Guidelines and Agreement. 

  • This is a reimbursement grant for approved surveillance cameras, supporting accessories and software outlined in the Approved Camera and Equipment section below. 

  • A minimum of a 15% cash, staff time, or in-kind match is required. 

  • All applicants must submit Form W-9.
  • All applicants must be a State Certified Vendor. Register: https://doa.la.gov/doa/osp/vendor-resources/.
  • Attendance at a KLB Surveillance Camera Workshop by a commissioned enforcement officer representing one of the following eligible entities applying for this grant is required: 

    • Louisiana Sheriff’s Departments

    • Louisiana Police Departments

    • Louisiana Marshals and Constables 

    • Louisiana Parishes and Municipalities with a commissioned enforcement officer.

The grant will fund expenses to establish or expand a litter enforcement surveillance camera program on public property. Grant funds must be used for the purchase of approved cameras and equipment associated with enforcement of litter and illegal dumping laws as outlined below. The surveillance cameras and equipment funded by this grant must not be used for any purpose other than to enforce Louisiana’s litter and illegal dumping laws. 

Failure to abide by all the grant guidelines and submit reports and proper reimbursement documents may result in no reimbursement for this grant and ineligibility during the next grant cycle. To be awarded a grant, applicants agree to the following: 

  1. Attend the KLB grant informational virtual meeting before an Agreement will be issued.

     

  2. The grant will fund expenses as described above to establish or expand a litter enforcement surveillance camera program on public property. Grant funds must be used for the purchase of cameras and equipment associated with enforcement of litter and illegal dumping laws. The surveillance cameras and equipment funded by this grant must not be used for any purpose other than to enforce Louisiana’s litter and illegal dumping laws.

     

  3. The Grantee must execute and return the signed Agreement within 30 days of receipt. If the executed Agreement is not returned within 30 days, the grant award may be rescinded and the funds re-allocated.

     

  4. A minimum 15% cash match, in-kind donation or equivalent staff time is required.

     

  5. Surveillance cameras and equipment must be purchased and installed within the first 60 days of the grant period.

     

  6. A grant award acknowledgement legislative letter must be sent from the Grantee to the Grantee’s state representatives and senator within the first 60 days of the grant period.

     

  7. A press release announcing the KLB grant award must be sent to the local media within the first 60 days of the grant period.

     

  8. A social media post must be made within 30 days of the grant period on Grantee’s social media channels announcing the grant award and how the grant will help address litter.   9. A social media posts must be made before the end of grant period on Grantee’s social media channels highlighting the impact of the camera program. Tag Keep Louisiana Beautiful and the Lt. Governor on Facebook, Instagram, and Twitter @keeplouisianabeautiful and @louisianaltgov.

     

  10. KLB’s logo and the Lt. Governor’s seal must be placed on all grant-related print materials.

     

  11. Organizing, registering and submitting a report for a KLB Love the Boot Week event in April 2026 is required.

     

  12. Monthly activity reports documenting the placement and monitoring of cameras and tracking resulting activity including the number of pending and issued citations must be submitted. Tracking template provided by KLB.

     

  13. An online Mid-Grant Report must be submitted. Required uploads include photographs of installed cameras, copies of the legislative letters, copy of the press release and a screenshot of first social media post.

     

  14. An online Final Report must be submitted. Required uploads include evidence of conducting a Love the Boot Week event, a screenshot of the second social media post, a copy of printed materials with KLB logo and Lt. Governor’s seal if applicable, monthly activity reports and a reimbursement request with invoices and proof of payment corresponding to the grant budget approved in the grant agreement. The Final Report may be submitted before the deadline upon completion of all requirements but will not be accepted after the deadline.

     

  15. Only approved budget items will be reimbursed when accompanied by proper documentation. All reimbursement requests must have proof of purchase and proof of payment. Proper documentation must include an itemized description of purchases and a paid receipt.
